In practice your usable slot count depends on how heavy your VORP or RSG scripts are rather than on the engine. Enable it in your server.cfg and keep your artifacts up to date from NexusPanel.
Yes. Custom map extensions (new camps, ranch buildings, saloon interiors or reworked towns) are packaged as resources and uploaded through WebFTP, then started from server.cfg. Players download the streamed assets on their first connection, so keep an eye on your total stream size to protect join times.
RedM is free to download but is a multiplayer mod for the paid game Red Dead Redemption 2, which you must own. Renting a dedicated server is separate.
