Yes. Upgrading changes the resources allocated to your server, not your world: your map seed, save file, Oxide or Carbon plugins and their configuration stay in place. The move needs a short restart, and a schedulable automatic backup taken beforehand means you can roll back in one click if anything looks wrong. There is no commitment, so you can scale up before a wipe and back down afterwards.
