Yes. The map is chosen in your server configuration and changed with a restart, so you can move from The Island to Ragnarok or Fjordur whenever you like. Each map keeps its own save, so your old world is still there if you switch back, take a backup before the change to be safe. If you want to keep your characters, dinos and items across maps, link the servers in a cluster with a shared ClusterId rather than swapping the map on a single server.
No. ARK: Survival Evolved has no PC/console crossplay: PC, Xbox and PlayStation each have their own separate server pools, and a PC dedicated server cannot be joined by console players. Crossplay is a feature of the remaster, ARK: Survival Ascended, which does bring PC, Xbox and PlayStation together, see our ARK Survival Ascended hosting if that is what you need.
