If you want to keep your characters, dinos and items across maps, link the servers in a cluster with a shared ClusterId rather than swapping the map on a single server.

No. ARK: Survival Evolved has no PC/console crossplay: PC, Xbox and PlayStation each have their own separate server pools, and a PC dedicated server cannot be joined by console players.
