Community roleplay servers have always required a PC version of the game. That is not a preference but a technical condition, and it explains most of the waiting.

A client-side change is required

Roleplay requires the player's machine to run community-written code. Consoles do not allow that, and it is a platform matter rather than a setting.

Why consoles do not work

Console platforms control what runs on them. A community framework cannot install there, and no workaround has ever changed that.

The GTA V example

GTA V shipped on console in 2013 and on PC in 2015. Roleplay only began with the PC version and only grew large years later.

What a console-only release means

If a game ships first on console only, there is no point discussing community servers before the PC version.

The official online mode is not the same

The game's own online mode is run by the publisher and allows neither community rules nor scripts. That is a different thing from an RP server.

Why the community waits

Roleplay offers a freedom the official mode does not. That is exactly why people wait for years.

What it means for a host

Before the PC version and a community framework, there is nothing to host. Any offer claiming otherwise is selling an expectation.

What to do in the meantime

FiveM works today and the same group can play there. It is the most practical way to wait.

The signal to watch

A PC version announcement is the first real sign. Everything before that is speculation.

Do not promise your group too early

A promise of a server on release day is one you will probably not be able to keep.

Why the question comes up

Many players met roleplay through videos and assume it is part of the game. Explaining that it is a separate community world is usually the first thing to say.

Most of what precedes is a matter of organisation rather than technique: the decisions are made before you start, the backups have to actually run, and the rules are written while nothing has gone wrong yet.
