PvP and rules on an ARK: Survival Ascended server

The character of an ARK server comes down to one decision: can players destroy each other's bases. Everything else follows from it.
PvE is the default choice
Most groups of friends pick PvE. Bases are safe, creatures survive, and conflict stays a matter of agreement rather than force.
PvP changes everything
Enabling PvP makes every structure a potential target. It is a different game and it needs a different kind of group.
Losing a base is the real issue
An ARK base is hundreds of hours. Its destruction hurts more than a character death and often decides whether the player returns.
Raid windows
Some servers only allow attacks during set hours. It is a simple answer to raids launched when nobody can defend.
Creature theft
In full PvP an opponent can take tamed creatures away. It is the most painful loss in the game and deserves a fully conscious decision.
Tribe size
A member cap governs the balance of power. Without it one large tribe quickly dominates the whole server and the others leave.
Friendly fire
The setting for damage between members changes group play more than expected. It belongs with the rest of the rules.
Write the rules down
A player builds differently depending on whether the base can be attacked. A server without written rules generates the most conflict.
Never change mode mid-season
Enabling PvP on a server that started as PvE is the fastest way to lose the group. The change belongs on a new world.
Protect newcomers
A player wiped out on their first evening does not return. A short protection period retains more people than any setting.
State the mode
The mode belongs in the description. A player who came for PvE and finds full PvP leaves the same evening.
Consistency wins
A server whose rules do not move builds a group faster than a technically better one that is constantly remade.
Most of what precedes is a matter of organisation rather than technique: the decisions are made before you start, the backups have to actually run, and the rules are written while nothing has gone wrong yet.
